A 39' tender and no way to track it?

Track it? Then what?
There's a whole bunch wrong here, butt.
Like for one the 30% rule.
No tender shall be more than 30% of the mothership, to be insured. So I'm guessing the tender wasn't insured, or there would be a tracker----.
